Employees charged with prostitution among many other violations

Covington, KY – Criminal Summons have been filed by Kenton County Attorney Garry
Edmondson for the owners and employees of Covington-based night club “Succubus
Tavern”. Edmondson and Covington Police Chief Lee Russo will formally announce
charges today on the third floor of the Kenton County Building, 303 Court Street in
Covington, at 11:00 a.m.
Eight employees of Succubus Tavern are each charged with multiple violations ranging
from prostitution, operating a sexually oriented business without a license, to presenting
sexually oriented entertainment in a place and manner inconsistent with stage and
distance requirements – along with many others.
“When the ordinance was first considered the Kenton County Fiscal Court heard
evidence that sexually-oriented businesses contributed to prostitution, drug use and
trafficking, and other undesirable criminal behavior,” Edmondson said. “With this latest
round of charges, the need to regulate the sexually oriented businesses becomes even
clearer.”
Police investigators allege that while operating undercover posing as patrons, they were
solicited for prostitution by dancers at the business. Dancers are also alleged to have
engaged in graphic sexual acts for the undercover officers, alone and with other dancers,
in exchange for the officers having purchased “VIP Drinks.”
“This Ordinance is an important tool for law enforcement officers in Kenton County ,”
noted Edmondson. “While owners and dancers of such clubs have claimed that the
Ordinance violates their ‘First Amendment’ rights, the court’s have recognized that each
aspect of the Ordinance serves important goals for preventing the very type of behavior
that was occurring in this bar.”
Constitutional challenges to the Ordinance have been rejected by the United States
District Court and the U.S. Sixth Circuit Court of Appeals.
Kenton County Attorney Garry Edmondson and Covington Police Chief Lee Russo will
be available to answer questions regarding these charges 11:00 a.m. at the Kenton
County Administration Building.
